- Finnes det en maksimal tidsgrense for at en Norsk (resident i Norge) person får ha sin norskregistrerte bil i Spania før den må registreres i Spania?
- Kan bilen brukes av andre sjåfører enn eieren?

Dear Sir,
An EU citizen can use or lend his car in Spain without any limits.
As for registration, the sole rules in force in EU law are Directives 83/182/EEC and 2009/55/EC, which set forth a minimum set of rules on taxes on imports of motor-driven road vehicles.
Directive 83/182/EEC is applicable to temporary imports of motor-driven road vehicles, i.e., for less than six months.
Directive 2009/55/EC applies to definitive imports of motor-driven road vehicles, i.e., for more than six months in any 12 months.
Under these Directives, if a motor-driven road vehicle is imported in another Member State of the EU for more than six months in every 12 months, the taxes related to the registration of the vehicle must be paid there.
Accordingly, if a vehicle stays in Spain for more than 6 months, it must be, in principle, registered there and it must have a Spanish plate.
On the contrary, if the vehicle stays there for less than 6 months, you do not have to register it there.
